Like many places, British Columbia set up a system of tax incentives to lure businesses to the far western Canadian province in the hopes of creating jobs and transforming Vancouver into a global financial center.

But if the program has been good for business, it’s been less beneficial for British Columbia.

Participating companies have created few jobs, according to government figures, while more than 140 million Canadian dollars ($106 million) have been doled out in tax refunds since 2008, when the initiative was expanded.

The incentives operate under a cloak of secrecy that is unusual for similar efforts in Canada and the United States, critics say. The province will not name the companies that get the breaks. The only information available about them is on the website of a nonprofit that promotes the program.

“This is essentially a temporary foreign-worker program for the rich, with secret government subsidies for multinational corporations,” said Dermod Travis, the executive director of IntegrityBC, a nonpartisan political watchdog group based in Victoria, the provincial capital. “The government is selling B.C. as a tax haven for the global elite to park investment here, but not have to contribute.”

Regardless of what the extreme left is trying to pass off as scandals in BC the fact is the BC Liberals are the ONLY party interested in creating private sector jobs. Real jobs, not mcjobs serving popcorn to rich foreigners or changing diapers on someone else's parents.

Davy was OK. He put a stop to using all the good farm land for building lots, although he did take it a little too far. Even I.C.B.C. was good for the first couple of years, as it did get the auto insurance out of the clutches of crooks like Allstate.

Could be, easy solution there demand change of whole divisions, but to start from scratch will be a lot worse before getting better. And the cost will be the hot issue in the near future reducing their effectiveness.

Just a layman's opinion- Surrey is a huge area with huge problems. Split it into two constabularies, keep half the R.C.M.P. the best ones and relocate the rest across the province/country. Start a second constabulary from scratch, not necessarily R.C.M.P.

I could see that as a viable option just like rural Sask. Yorkton has both in the city
When my dad was a lad early in the twentieth century, Saskatchewan had a Provincial Police Force like Ontario, Quebec and Newfoundland do.

Any community over 100,000 people should have their own residents serve as the Police, leave the rural parts to the RCMP. They all use the same databases anyway.
