Drug addiction (due to the tyranny of extreme Enforcement, based upon your reference of comparison) is almost nonexistent in Cuba…though it has reared its head, & that isn’t as valid a statement for America.
(The surge in addiction from almost zero to more than zero is linked to the deep economic crisis in Cuba, which has resulted in widespread shortages, rising poverty, and a lack of opportunities, particularly for young people)
Cuba is poor because….? It’s literally a large (comparatively for its neighbourhood) island in the Caribbean, that’s been under sanctions and embargo for 68 years as of…yesterday. To the best of my knowledge, there is no embargo or sanctions against the poorer neighbourhoods of Los Angeles or any other city or state or America itself.
Ask yourself, why Trumps focus on Cuban and not some other Caribbean island in that chain like….oh, let’s say Haiti? Haiti is like 90% controlled by various gangs, and pretty much Lawless, with a collapse of pretty much all of its services to its people, and crickets from America? But…but the distance from Haiti to Guantánamo Bay is almost exactly the same as the distance from Cuba to Florida…so it’s not a distance thing…

Why isn’t America clamouring to choke out the gangs and lawlessness in Haiti? Why the focus on Cuba?
Is America’s/Trump’s focus on Cuba more an issue of geography than anything else? Cuba is located roughly 700-800 miles south of the mouth of the Mississippi River, separated by the Gulf of Mexico. Situated just 90 miles south of Florida, Cuba lies directly below the U.S. Gulf Coast, positioning it as a strategic choke point at the entrance to the Gulf of Mexico, with the Mississippi River flowing into the Gulf significantly further north and west. Just pointing that out.

Whose tyranny is inflicting hardship on Cuba if that’s where you’re going here? Don’t get me wrong here because I am neither a fan of the Cuban government or communism, but just trying to step back and look at the bigger picture.
Is America’s focus on Cuba more of a political thing (not democracy versus communism, but Democrats versus Republicans) with respect to Cuban expat populations (voting blocks) in Florida for example?
Cuba is like a gate for the Gulf of
Mexico America Mexico “potentially” depending on who’s in control of it and what their motivation is. On that note, after Cuba, is America’s
biggest next threat/issue going to be Panama (again, like in 1989-1990)?
