Luckily the time is quickly approaching when such charges can be investigated to their fullest and with the drone footage and other data it should be easy to tell who is doing what to whom. The cluster bombing vid you posted showed the under-belly of the bomber dropping the bombs. It wound be an impossible task to id what type of aircraft it was and that would determine who dropped the cluster bombs. If you weren't a troll that would have already been done.
I think Russia would bring it up at a war crimes trial that stem from the media you are quoting. Peotic justice is what that is called.

I wonder if similar records exist the are as far back as Sept. It would be 'interesting' to see how many of the 'car bombs' were actually anti-tank rounds or a missile coming in from a high altitude. Some of the double taps in the past could have been the same and that would constitute a war crime and a trial after the shooting stops. There should be enough spin-off trials to keep the ICC the top TV soap show for a decade or more.

Israel’s Chief of Staff Gadi Eizenkot said Israel was caught off-guard by Russian President Vladimir Putin’s announcement on Monday that Moscow’s forces will begin withdrawing from Syria.
“Syria will never return to its previous state, and may be permanently divided into six distinct regions,” Eizenkot said during a speech at the Knesset Foreign Affairs and Defense Committee, according to The Times of Israel news portal.

Nothing new about the US methods, you just can't buy a proxy terrorist like Saddam anymore. Not surprising considering what his final payment was. I can see why the rebels were comfortable in adapting to what the US supplied the 'moderstes' with compared to what they gave to ISIS.

Syrian pro-government forces were poised Wednesday to launch an assault to retake the ancient city of Palmyra from jihadists, as Washington sought to inject new momentum into flagging peace talks.
The Islamic State (IS) group overran the city dubbed the "Pearl of the Desert" last May, and it has since blown up UNESCO-listed temples and looted relics dating back thousands of years.
Its recapture would be a strategic as well as symbolic victory for President Bashar Assad, since whoever controls it also controls the vast desert extending from central Syria to the Iraqi border, experts say.
Loyalists backed by Russian air strikes were "800 meters (yards) from Palmyra" and now control areas linking the city to Damascus and third city Homs, a Syrian security source said.
"The army is now at (the southern and southwestern) entrances to the city and is preparing to begin the battle to liberate Palmyra," the source told AFP.

MOSCOW, March 23 /TASS/. Palmyra is under the Syrian army’s fire control, a government source in Damascus told TASS by telephone on Wednesda
"The Syrian troops are doing everything possible to gain full control of Palmyra. But pockets of resistance still remain in separate places," the Damascus government source said.
"Fighting continues. However, we can say that the Syrian army has already established fire control over Palmyra," the source went on to say.
Earlier on Wednesday, the Al Joumhouria newspaper reported on its website that the advance detachments of the Syrian government army had entered the outskirts of the historical town of Palmyra.
