Who is "they"? The subject of the previous sentence is "civilians" so the reference word "they" applies to the subject of the previous sentence. Civilians have just as much access to "ammo" as military.
'They' would be the ones given authority to use the sword against 'evil'. Ammo would include atomic weapons in this case. Civilians don't have anything bigger than than a shotgun, 'they' have laser guided munitions. In Democracies the Gov is there by the will of the people, what they do is by the will of those same people. Should correction come from above (really it is a 'when' and not a 'should') the ones that support certain action will be treated by God the very same way as if they were actually pulling the triggers.
Once you see a cloud that looks like that over Jerusalem you might be looking at the impossible.

As it is, did any dopplar radar track the storm (just to verify it was acting normal)?

The "cloud" looks like a good sized twister or tornado. It is common to see lightning while the twister is going.

Hopefully there'll be a lot more clouds like that in Argentina if it keeps trying to acquire land that doesn't legally belong to them just to save its unpopular president's career.

It is the exhaust of the 'tunneler' that is headed for the Falklands in an attempt to liberate the prisoners being kept there by British War ships,

If Argentina invades the Falklands again it'll be the British, not the Argies, liberating the Falklands. The Falkland Islanders are, according to their own democratic wishes, British citizens and the British will fight to their right to remain so. Britain has owned the islands since before Argentina was even born, and the Argies and their supporters need to get a life.

lol A buncha civilian ants made the great Soviet war machine look pretty ineffective in Afghanistan. Especially after a "friendly neighbor" gave them something bigger than bolt action rifles (armor piercing rockets).
