Johnny Utah, I would suggest that while perhaps any "surge" in terrorism would not be quite as dramatic as pastafarian had implicated, I am sure that there are some citizens of countries which have been affected, such as the Republic of Iraq, and the Islamic Republic of Afghanistan, that have perceived the situation in a negative context, and have perhaps turned to suggestions of terrorism.
As to whether or not such "new" terrorists would outnumber those terrorist subjects who have perhaps been "terminated" (through armed intervention, or through reform to more peaceful ideas) is quite in question, in my opinion.
