In a semi-arid climate with a growing population and limited water options, 60,000 cubic metres of water per day is a lot of water! What does the mine intend of doing with this amount of water after it has been used? For example: Will it be discharged underground? Will it be treated and then discharged into a waterbody? Will it be put in a holding pond and evaporated? More details please.
