Not likely. I don't recall my parents having to bid for doses for us. No bill arrived at the door from Big Pharma for as much as my parents were able to pay to get us immunized. No poor people went without ... no one went without.
The free market would not allow anything like that happen. You have to make a commodity like that hard to get to maximize profits. Mass polio vaccination wouldn't have been very profitable.

Half the population of North America would still have polio if it were "for profit".
If Eli Lilly had done it, they'd cause a deliberate polio epidemic and charge $2000 a dose for the vaccine.
