Because, as every Canadian knows, bills in the Congress originate in the White House.

Well I have to give credit to President Obama for the racial reconciliation sweeping America. Race relations have never been better...eh?
Yeah, they blamed LBJ for "inciting" blacks with his radical Civil Rights Act and Voting Rights Act, too.

Good point, 'cause as everyone knows, only a Prime Minister can influence one of their party members in the House to table something. Every other political system, without exception, relies on the goodness and sincerity of the House (party) members to randomly come up with ideas.

No they don't. I can't be bothered to explain the difference between an act of Congress and an executive order to you, since you think you already know everything.

Maybe you should ask BHO why he can't table something that everyone can get behind

The answer would be "because there is a significant bloc in the Congress that would vote against a cure for cancer if Obama supported it."

Such is the relationship that has been developed by all concerned, but regardless of the nation in question or the respective leader or political environment, there is no way that I will believe that one group/party/individual is without some form of blame or is part of teh problem.

That said, the buck stops somewhere and in America, it is the POTUS

Seems to me that there are more than just a few issues that are being laid at the feet of the President and there are fewer and fewer opportunities to get someone else to fall on their sword for the party.

It was necessary to stoke the flames of racial animosity in 2011 and 2012 in order to gin up the African American turnout for the presidential election. The tactic succeeded. The black turnout exceeded the white turnout in 2012. This tactic was brilliant politically, but had the effect of causing a deterioration in black/white relations.
