Yes, but that is beside the point. DUHbama is all for blowing wads of money on what is basically foolishness.
The ones that won't look foolish are the rain/snowfall timelines as that is the start of the watershed areas that will experience more water. If it is trapped by fields the bumper crops from the silt that gets deposited would more than offset the 'inconvenience' of having plow a different field.
There's a very serious danger here.
