Order of priorities

In Vernon we currently have two situations, one is a hospital that has just had an expansion, so far costing several $hundred million, but still requires another $20 million or so to become functional, meanwhile it is unoccupied. The other is school teachers discussing job action planned for the start of the school year. There is an acute hospital bed shortage at the Vernon Hospital, necessitating dying patients to sleep in corridors. I am wondering if one project should be completed before embarking on another that will require taxpayers $$. What do you think?

Shoot the teachers... actually, just knee cap them and then the hospital would need immediate finishing to accommodate them. Kill two birds with one stone, eh!
