The old system required steady growth and collateral.
In the post industrial era growth is a crapshoot and there are few Crown assets to put up as collateral.
The late 70s and 80s were a shit show with negative growth, 20% interest and Union labour devastating the Crowns by striking to keep spurring inflation.
