I'm asking for a declaration of responsibility from those poised to reap billions from the harvest of shale gas to do their absolute best to minimize risk to the surrounding environment, and regulatory controls to ensure that happens. I do wonder why you are so dead set against such precautions but that doesn't change my position.
A declaration of responsibility?
Go through the rules/regs at the various jurisdictional agencies and you'll see the legislated responsibilities... And those 'poised' to reap the profits include you in the form of royalties and taxes. Make no mistake, the gvt takes NO risk, expends NO capital and DOES collect in excess of 50% of the proceeds when you add up the royalties and combined taxes.
I am not dead set against precautions as they are already there - they are legislated in place... I see your commentary as an individual that is not comfortable with the existing structure and is demanding more be done - that in itself is a great ambition to have, however, you are speculating on a theoretical problem and demanding that industry do something about an imaginary issue.
Like I have said, there are decades of data and successful practice in this area - there are no secrets and there is reams of data available for you to analyze.... That said, do the analysis; engage testing and publish your results BUT that is your responsibility.
