There is no legitimate reason for mass arrests of unmasked peaceful demonstrators either.

Actually in places that have house raids in the dark of night is a reason to hide your identity. That being said it would cut down on agents sent to wreck the intent of the protest as they wear masks. Along with naked faces you need pictures to go with the faces when 'tracking movements'. OWS should be leading the way in surveillance of it's own protest, an bar-coded band handed out the morning of the march with a photo record would solve the 'stranger' issue as today make-up techniques means a mask doesn't always stand out as in disguise. somebody without an 'id marker' would stand out and in photo's a fake one would have no data attached to it. RIDF (phone GPS) would even work if the protesters 'signed for them' which would track them within the area of the march which could help clear them if accused of something they didn't do and there is 'proof' that they were someplace else at the time in question and some photo should support that.

If the Government can come with demands for the 'behavior of the public' and give themselves certain rights that allow them to 'verify that is happening' then they can't complain very loudly when those same demands are placed on them and the results acted on for the 'good of the greater number'.

Registring before protesting takes away the "freedom" part of "freedom of expression".

Don't they already have that covered,something about wearing a mask or disguise while commiting a crime,one of the add on charges .

It drives me crazy when we have to have new laws that simply say that something that is already illegal, is illegal.

Wearing a disguise when committing a crime is already illegal, we don't need a new law to say that, same as the cell phone law; driving without due care is already an offense, why do we need a new law to say the same thing?

With this law, you don't need to commit a crime to be arrested for disguising yourself at a protest unless you feel protesting is illegal?

I don't think so. Perhaps with that self-applied bar-code identifier a pair of restraints can be applied and the keys and video given to the cops (before youtube) Parking meters could be converted to pilgrim days punishment in public devices for the 'trouble makers'. I would just have to assume anybody passing is going to take advantage of placing a kick on the ass.

The Police could put something in their meetings about having cars moved to the rear rather than be abandoned. (or place demo derby quality cars place there with an attached big hammer so people can take swings at the 'icon'.)

Perhaps it is time for a town to invent side-walks that roll up at night, literally. No windows on ground floors. I'm pretty sure all the hydrants could be fitted with 'rain-makers' that could have the heavy-shower follow the crowd. You cannot throw things very far in a downpour, you don't even want to throw things in a downpour.

For the little pricks doing the vandalism the 'peaceful protester' only needs a rubber-band slingshot or a 'blow-gun for that same bb. Enough people shoot and they are going to stop.

With one of the FBI directed bridge bombers being linked to OWS I would think the OWS would want to be able to assist the police in getting the ones that show hostility during the protests.

In a recent demonstration a person lost an eye. In that same demonstration 8 people were taken to hospital with serious injuries, including a couple policemen. This is long past any reasonable protest. When autos are being turned over and burnt out, I think we have to put a stop to all demontrations, especially those where people's faces are covered. Covered faces should be locked up immediately.

This will never fly. The police will not be unmasking their agent provocateurs to the public. Gotta keep up appearances, after all.
