Not as simple as that. Let's say we impose a business tax of 1/3 on any business that sells recreational cannabis. Though the business will need to pass that cost on the the consumer, the fact that he's selling legally means he has no other legal fears.
As for the illegal distributor, since he pays no tax, he could undersell in theory, but because of the criminal risks involved if he gets caught, he's going to want to make that risk worthwhile. So unless he can make a large profit, he'll take a less profitable but safer job. In other words, the illegal seller will not sell unless he can make a very big profit to compensate for the risk involved.
