Am I wrong in believing that Trump didn't make abortion illegal, only that government should not pay for it?

What the EO does is prevent the government from giving funds to any organization that advises on birth control that includes abortion. So if a humanitarian organization spends millions on assisting the poor but spends 1 dollar advising on abortion options the government cuts them off.

I don't see anything wrong with that. Why should society pay for abortions? It's a personal problem brought about by personal irresponsibility so the 'person' should bear the consequences/cost.
