Why is it I almost always like something that comes with a disclaimer of sorts? . . . .

If we model it after the EU the ones with money fast-track it and they get to keep most of their ill gotten money.

I would think the brand of Americans we get as invisible refugees is on the low side of bright if they settle within 500 miles of the US border. The deal will be over war crimes rather than crimes against the American People which carries a cash payment upon verdict being given. So far the cash award would be all interest paid on any debt belonging to the Government from Dec:23,1913.
