I believe between those steps it also has to have some involvement from Parliament, & the senate.
How it works:

The responsible Minister of the Crown makes a recommendation to the Cabinet.
The Cabinet approves the recommendation, and the Governor General (or Lieutenant Governor) signs the Order in Council.

OICs are not discussed by Parliament and do not require legislation by Parliament before being implemented.

From what I understand, to eliminate the carbon tax, it would take more than an order and council, which this is dressed up as…so it’s really not anything.

It takes much more to eliminate the carbon scam tax. However, an OIC can apparently reduce the amount charged to zero, much like the GST "holiday" turdOWE imposed on businesses. Which also means they can raise it to whatever they like by the same process after winning the election. So far, the liberal party owned media has been trying to avoid this and a couple of other truths. Like the fact that an industrial carbon scam tax that is still in effect, with no intention of removing, will simply be buried in the retail price of everything we buy
PP has stated he will remove the industrial portion of the tax as well.

Worse than that. The upcoming carbon rebate is the last from the 2023 tax year. Carney says this will be the last so we get fucked out of the 2024 tax year rebates.

Well, y'all got the U.S. President y'all wanted.
Not really. But we did get the lesser of two evils. The US economy needs a drastic shakeup, it can't keep going the way it was. Way too much money going to fund other people's wars, even if it is mainly for the benefit of US companies. If Trump doesn't fix the problem, maybe it will be so fuckked up by the time he is done that there will be no other option than to do it right.

“While I await their official communication, I am carefully considering my next steps,” Arya said in the post. “This decision raises significant questions about the legitimacy of the leadership race and, by extension, the legitimacy of the next Prime Minister of Canada.” Arya, who has represented the riding of Nepean since he was first elected in 2015, had put his name forward as a candidate in early January after the resignation of Prime Minister Justin Trudeau…or the commitment towards eventually resigning after the Liberals select a new Lib-Leader, etc….
The Liberal stealth Ninja MP, from the Ottawa adjacent riding, that was going to run for the position of liberal party leadership…that was pulled out of the race and not told why…?…well, there’s another wrinkle. His riding is Ottawa adjacent, & a short commute to Parliament😳. What could that mean?

Liberal MP Chandra Arya says his nomination to run for the party again in his Ottawa riding has been revoked.🤔
The debate was originally set to have five candidates, but Ruby Dhalla was kicked out of the race last week after the party found she had committed 10 “extremely serious” violations of the leadership campaign rules, being a visible minority like the Ninja MP Chandra Arya, and identifying as an “Outsider” compared to Mark Carney also identifying as an “Outsider.”
The 62-year-old has represented the city's Nepean seat since 2015.

The decision to remove him comes almost two months after the party also told Arya it would not accept him as a candidate for the leadership.🤫

National campaign director Andrew Bevan informed Arya in a letter today, just days before an expected election call.

I wonder where Mark Carney is going to grace himself upon an electoral riding with a short commute to Parliament? Hmmm…

Arya had already been nominated, but the letter says new information obtained by the party's "green light committee" led the campaign co-chair to recommend that his "status as a candidate" be revoked.

Bevan does not include any details about the new information.

Arya, who shared the letter on his Facebook page, says being an MP was the "responsibility of my life."

"While this news is deeply disappointing, it does not diminish the profound honour and privilege it has been to serve the people of Nepean — and all Canadians — as their Member of Parliament since 2015," he wrote.

The party also refused to provide any information when it rejected Arya's candidacy for the leadership race in January.🤥
Well, at least Mark Carney doesn’t throw women under the bus, but a conveniently placed minority MP that’s actually WON his seat in a federal election 3 times, now that’s fair game!!!

Pressed by reporters leaving the first ministers meeting in Ottawa on Friday, Carney wouldn’t reveal which riding he’ll seek election…two days before calling the election?

Other ridings he is believed to be considering are the Toronto Centre riding being vacated by former cabinet minister Marci Ien and the Nepean riding in Ottawa, freed up by the Liberals’ decision to oust Chandra Arya from the ballot on Thursday, three days before an election was called.

(Chandrakanth "Chandra" Arya MP (born 1963) is an Indian-Canadian politician. He represents represented the riding of Nepean in the House of Commons of Canada as a member of the Liberal Party since the 2015 federal election, & he wasn’t involved in any Liberal scandals or ethics violations)
MP Chandra Arya said in a social media post he was informed over the weekend by the Liberal party that he would not be permitted to take part in the leadership race.

While Arya said he was “carefully considering” his next steps, he said the decision to exclude him “raises significant questions about the legitimacy of the leadership race and, by extension, the legitimacy of the next Prime Minister of Canada.”
The Star has also learned that Carney will run to represent the suburban Ottawa riding of Nepean, previously represented by Liberal MP Chandra Arya who was disqualified as unfit (???) in the leadership race to replace Justin Trudeau and whose candidacy for re-election was rejected by the party…after winning that riding in three elections, & not being involved in any ethics violations or scandals.

Ottawa adjacent riding actually. Close enough for a short commute, but far enough away to be in the suburbs. 😉
