As to costing the Tax payers. The CPC received funds from the tax payer.
Those donations are tax deductible. So yes there is a cost, to the tax payer.
No rules on how funds are disbursed outside of an election. Recipe for corruption.

The reason that the Duffy affair is in the news can be laid at the PMO's decision to pay his monies owing, when it was 30 K. When it ballooned to 90 K or so. They reconsidered. Why. If it was legal, why did they reconsider.
Then Nigel, why a man as smart as he is did what he did is astounding to say the least.
Then we have Pamella who is reputed to be on the hook for 300 K.
