Yes, release and expunge all their records. I would also say, legalize all drugs and follow the lead of Portugal in treating addiction as a health problem not a criminal one.

So, once all these drugs are provided to the addicted, they will now become responsible contributing members of society, Cliffy? If not, then forget it. There are enough dead-beats in this country without creating more. Addiction is a health problem - a mental health problem and there are not enough head-doctors in this country to take care of those in need right now.

Look into what Portugal has done: addiction is down, drug use is down, prisons are emptying, rehabilitation is working, people are becoming contributing members of society.
