That is allowed as God is not so big that He runs away from challenges. That He has never lost one should have been taken into consideration before assuming a certain number could be found. The reason God wins all the time is He stacks the deck in His own favor. Free will is promised, what is in the fine-print of that 'contract' is the when and where of that 'freedom' It is withheld the rest of the time until that one moment. For some it is at the beginning of the 1,000 year reign, for the vast majority it is at the Great White Throne event. In Re:21 they are viewed as being sinless by Almighty God and He offers them a drink that will have them live to eternity in a sinless world, really who is going to say, 'no thanks, I want the lake instead.'
