That's because it is reprehensible.
Today that is called 'time to reload'. Another favorite tactic is to fire until empty and then jump up and say, 'Cease-fire' and they have to stop shooting or face that 'time-out' and as soon as they duck down it is reload and fire as soon as reloaded.
The PR allows us to do this and call it a good thing. When 1 of ours is killed (in battle rather than on the street) we see that as being 6,000 times worse. These 6,000 mean nothing, unfortunately neither do the million or so civilians that were also killed to this could be made into a headline that bring cheers from the crowd, (I would say it was 6,000 that would not have looked good for ISIS as they were the more insane rebels)

I diverge when things are outside the parameters. A bad bull is supposed to be in a corral rather than in the parking lot, it doesn't take a thinking person long to realize that. I'm not sure I would offer to help this bear either even if he does look cuddly at the moment.
