The worker doesn't exist without skilled management and in management just like like labour, you get what you pay for.

In many cases, yes, but I've also had workers who can perform quite well with just a very minimum of management. It can call for a little imagination and the ability to think ahead and predict other's needs. Working smart is very often just as if not more important than working hard- of course doing both is the best!

My "broadly based statement" only pertained and was only meant to pertain to the workers in our organization that I was responsible for and I had absolutely no intention of speaking for other groups. Pay attention to what you are reading. I will add that "work ethic" has approximately the same meaning regardless of the operation involved.
