It's not a fear of decentralized government, it's a fear that the Conservatives will give away so much of the national government's powers to the provinces that it won't be able to do anything at all and Canada will become just a geographic expression covering ten or a dozen separate nations, only two of which would have any chance of functioning as such. That's not decentralization, that's unprincipled appeasement.
