The minister has no part in this. This is a classic example of letting socialist do-gooders miss manage things. A minister does not have the power to override a stupid decision by a judge.
I have a good idea. Any bureaucraps in the public realm who make decisions that can have an impact on the public should be required to deposit 50 grand in a trust fund, to be returned to their next of kin upon their demise should there be no adverse effects from any of their decisions. These bastards need their toes held close to the stove!

P.S. have you ever considered finding a forum where the average mentality is closer to your I.Q. level? You would find a lot less resistance and some of the 'weaker' members might even consider you a hero! Give it a try!
BC isn't the only province to have issues with their child welfare system; Alberta does as well and likely other provinces. One may want to compare one province to another but the fact remains that there are a lot of government bureaucrats that have no clue as to how to fix the system. As long as the emphasis for each child in need is to keep them with family (whether it be parent(s), siblings or relatives) we are going to have deaths like these if the proper background check isn't made.
Because government has declared that parents cannot rule over their children because of "human rights" kids can basically do whatever they want. This is an issue and only part of the problem - parents don't have any rights; kids have all rights.
So, as a result, we have parents who are frustrated because they can't control their kids; kids doing drugs and alcohol and running wild because they have no concept of what is acceptable in a civil society.
Then for the kids who are really at risk, we have social workers who are over worked and have to work within the guidelines set out by government. Common sense doesn't necessarily prevail and doesn't necessarily help the child - just an ideology.
The bottom line is that it's a complex situation both from the parents point of view and the children in need. ANYONE who hurts a child, don't care how old they are, should be shot!! On the other hand, parents who can't control their kids should have the ability to get help/assistance with their child rather than be ostracized because they can't control their kidlets.
Kids need discipline and rules. They need to know what's acceptable and not. Governments have no place to interfere UNLESS there is obvious abuse. When there is they need to step up to the plate and provide the best possible solution for both parents and kids. But that takes money and EFFORT on the governments part.
Sometimes I think, every time a child dies in care, that all the so-called "reviews" are just that - reviews with nothing much changing at all. I don't know what the answer is but whatever we're doing, isn't working. Maybe not enough background checks or psychological testing for those who would take in a battered child? Not enough training? Likely all of the above. I hurt every time I hear a child dying (in care or not). It's truly a sad thing.

SO far as I know the problem here is more along the lines of the parents and the guardians doing the drugs.
