Is the train question a test, absolutely, but rather a test to see what the person truly believes.

I guess I'll have to rephrase the question now to: "You come to a train track where a 3 year old stranger and your 10 year old pet are both lying on the track and unable to move. You are alone and unable to save both of them before the train arrives. One of them will be saved and the other will die. Who do you save??"

It's not a way to see if they conform to my beliefs, it either reinforces their own beliefs or causes them to stop and really think about what it is they believe.

No... it's not a test of their beliefs.You've insisted you be answered, even rephrasing the question when you didn't get the expected result. You're not asking to cause the person to "stop and think".

I grew up near the tracks... I learned at a young age it wasn't a place to play. So did our pets.

Maybe the best answer would be to simply do nothing. Let it be a lesson to them. :D

There's a reason I didn't take any Philosophy courses at university.

That, or they know what their answer is but they don't want to admit that either humans are worth more to them than animals or that they would sacrifice a 3 year old for their pet because they believe others will think them selfish.
