Why would a New Yorker want to vote in Oregon? It is very easy for a Puerto Rican to vote in national elections, as I said all they have to do is take up residency in any state they want, vote and their vote will count along with others from that state in a Federal election. Most Puerto Ricans have a permanent residence in the continental U.S., and they are allowed to vote in both Federal elections and local Island elections. The individual only gets one vote, if they vote in NY that is it they are done, if the vote in Puerto Rico they are done. Just that the NY vote it will mean more and carry more weight. Your confusing what is a relatively simple process.
I would guess that Rachel Maddow and Keith Oberlman are respected journalist to you though.

BECK: "I want to talk to you about the green movement root. I couldn't figure out why the green movement -- here is Van Jones. This is a convicted felon, a guy who spent, I think, six months in prison after the Rodney King beating.
He was a black nationalist. He came out an anarchist and a communist. He then found the green movement was the new red. And now, he's our green jobs czar."
Former Obama administration official Van Jones was never a felon. He was an intern in San Francisco during the L.A. riots and served as a legal monitor for a student-led protest. He was arrested with some of the protesters, released, and he won a legal settlement for unlawful arrest against the City of San Francisco.
The US has a very high standard for proving libel, but calling someone a convicted felon when they're not is getting close to it.
