Nah- I can't slag the fella yet- cheap rent- and privy to a lot of information- how things work- and the contacts that he will use later.
From what I recall Duffy borrowed the 90 K from a bank- paid off the Senate expense claims he made. Then received a checque from the Chief of Staff.
Sounds like the cheque from the chief of staff was a gift. It also sounds like Duffy's initial expense claim was fiction.
His residence was Ottawa He tried to state it was Cavendish PEI- but access to his cottage is restricted in the winter due to snow.
Then it Charlottetown.

Gift - Nope- Was required to go thru the Ethics Commissioner- It is interference with a Member of Parliament. Criminal Code- 1 year max.
Senate Appt. My opinion- Duffy did not meet the residency requirement for the Senate when he accepted the appointment. For that he should be turfed. For the other expense claims let the RCMP investigate.
A few years ago I worked for an engineering company who's chief accountant was a real stickler on expense accounts. We rarely knew what he would accept. As a consequence our expense reports were full of creative writing just to get back less than a hundred dollars.
When I was working in Bosnia. The flights from Zagreb went to Farankfurt- abut a 6 hr wait- One guy submitted his meal claim and it was questioned by Calgary for having 6 beers. The Fin guy wrote back he was thirsty- piad the claim
He was a retired CWO, Finance - excellent fellow. Worked in the office that does payout for soldiers that die during his last few years.
One case where a divorced soldier - cancelled all his insurance, and everything else- got rid of everything. Then went, knocked on his ex wife's door- shot himself then and there.
He forgot to cancel his Sisip- 48 hrs later she had a checque for a 100 K in her hands.

Senate Speaker Noel Kinsella says the RCMP’s sensitive and international anti-corruption unit is examining the claims of senators Mike Duffy, Mac Harb and Patrick Brazeau.
The police asked for documents related to the Senate’s travel and expenses policies.
A debate is still raging over whether Conservatives on a committee reviewing Duffy’s expenses whitewashed their report into the matter

Senator Mike Duffy said Thursday he wants a "full and open inquiry" to answer the many questions Canadians have about the spending scandal that prompted him to leave the Conservative caucus and now has the RCMP asking the Senate for more details about spending rules.
Duffy said he has not been contacted by the RCMP and that he will co-operate with anyone who is doing an investigation into his travel and housing allowance claims.
"I think Canadians have a right to know all the facts and I'm quite prepared in the appropriate place and time to give them the whole story," Duffy told reporters as he left the Senate and walked to his car. "There are bits and pieces out there, it should all be put together in one place and there will be some place to do that."
Duffy had not spoken in public or accepted interview requests since it was revealed last week that Prime Minister Stephen Harper's chief of staff Nigel Wright had written a cheque for more than $90,000 so Duffy could pay back housing allowance expenses that he says he may have claimed in error.

How about this : every flight under 4 hours is coach, $40 a day for meals * 365 days ( no booze accepted), when in Ottawa $3000 a month for housing, all ground claimable milage is a buck a klick, no limo's only cab's accepted.
Nothing without a receipt accepted.
Like carpenter ants and norway rats the only successful approach is starving out the trough grubbers.
Time to work on the Senate.

As he did not meet the residency requirements he should be turfed.
He should not have been appointed by the Governor General.
