The refining of Middle East crude in Eastern Canada goes back many, many decades before there was any prospect of a pipeline from the West. It is simply cheaper to float oil up the St. Lawrence or onto New Brunswick than to pump it over the "hump" of the continent.

This situation is well over a half century old and it is disingenuous to move it into your perpetual and increasingly boring "I'm-a-Western-Victim!" routine. You guys lie like rugs.

Gasoline is directly related to how many barrels of oil are refined and what type of oil it is. Some has more gas than others. Gasoline cannot be stored for long periods so the mpg is related to how vehicles will be sold (and already on the road). Lots of gas and you get fast vehicles, next to no gas and the price of vehicles is too high so may people stop driving. If gas is going down in production so is the part used to make plastics. If an alternative like hemp was developed at the rate money was thrown at going to the moon life would get easier rather than harder after the planting and harvesting and processing is perfected so bots are doing the bulk of the work.
