Couple told to return baby bonus after eight-day-old son dies

I'm totally with the couple on this one. Goodness man, as much as I respect rules and regulations, this one is just plain insensitive. Playing semantics with this couple; 31, 7 or 9, !!! what the hell? Ottawa can afford to hold lavish events, expensive trips, thousands for renovation, etc etc etc... and we cannot afford ONE month of payment for a Canadian couple burying their child. Humanity before bureaucratic bull^$%it.

First of all, it's a horrible thing to lose a child. I've been fortunate to not have had that experience but some close to me have, you're never the same after.

But I have to wonder, how long did they wait to notify???

Even if they used the relatively new Automatic Benefits Application which automatically applies for benefits when registering a birth, the baby was only 8 days old when he passed. According the CRA website it takes up to 80 calendar days to receive a notice or payment after applying.

4. When can I expect my first payment/notice after using the ABA?
Once the CRA receives your application through the ABA from the participating province, you can expect to receive your first notice/payment within 80 calendar days.

Having said that though, according the website they actually were entitled to keep the August payment, since the payment's stop the month after the child's date of death.


If a CCTB recipient dies, the next of kin or the estate should inform us in writing. Someone else may be eligible to get benefits for the child. Send a letter to the tax centre that serves your area. If the deceased is an eligible child, your entitlement to CCTB and UCCB payments stops the month after the child's date of death. Use “End care of child” on My Account or call 1-800-387-1193 so that we can update our records.

The most unfortunate part of this story is their baby died.

Other unfortunate parts is the couple's failure to acknowledge that the correct thing to do is to pay back the money. And, the government's failure to offer an interest free repayment plan.

If common sense was a criteria, they'd be allowed to keep the initial payment! But common sense and bureaucraps aren't generally compatible!

The word "bonus" is a misnomer. "Bonus" means something over and above what is owed. Canadians have paid for this "bonus". bonus = buckshee!

I read the article in its "entirety" and I didn't read anywhere that the couple were asking to "keep" the money. It was the timing of which it was requested back after their son died.
I'm assuming the couple are merely stating that there should be a "bereavement" period where the couple have time to grieve the loss of their child. Dealing with the loss of someone is difficult and for this couple who did everything in preparation of his arrival (like buy a home and secure their future) its devastating to imagine your life that you planned without you child who you loved and cared for even before he arrived.

And no where in the article did it say that cra demanded the money's be paid back immediately.
