Five years into a 10-year strategy, the departments spending the money have little idea whether it's working or not

Our frikkin gov't in a nutshell. You can bet they're not collecting the data because too many of their friends are cashing in on that 78 billion and they don't want it known that there's not enough left over to get anything meaningful done.
