Nice to have your input but many many studies refute the notion of marijuana as "gate-way" drug.
Is the phenomenon of "graduating" from one drug to another a product of that particular drug or is it a move to some other perhaps harder drug...as product of dynamics in the social climate, influences from media, contact with the seamy side of life that marijuana and other drugs must necessarily find themselves in as response to social and media pressure? If you sell guns at the local flea market the gun-police will shut you down...if you sell prophylactics in a Cathoic schoolyard the nuns will have you quartered at high noon...
Society declares determines and establishes the nature and character of both the marketplace and the consumer...
I think you hit on it, Mike. I think it depends on your age whether pot is gateway or not. Kids are really curious critters and they'll try beer. Beer usually leads to a faster buzz from rum, vodka, etc. Pot, the same thing, the kids want to try something else and see if they can get a faster buzz or a higher buzz. Older people may not extend beyond pot because it may be enough of a high for them.
Anyway, folks, as much as any pot smoker can tell you that there's no way they're addicted and could quit anytime they want, I've seen with my own eyes addicted people, one of whom was a tenant of mine. I do know that it causes changes in thought patterns and at least short term memory takes a helluva sh|tkicking.
All that having been said, I think they should just bite the f'n bullet legalize it and put it up for sale in gov't liquor stores and cigarettes, too, until they're phased out. It's likely they'll never have any sort of control over pot otherwise and it's likely they'll never stop it.
Um, concerning the state of Canadian affairs, I highly doubt it has much to do with pot, Maple, but more to do with politician's personal greed for money and/or fame and power.
