In countries with well-developed tax systems, subsidies provided by reducing companies' tax burdens are commonplace. Examples include tax exemptions (when a tax is not paid), tax credits (which reduce a tax otherwise due), tax deferrals (which delay the payment of a tax) and a host of other instruments. In common language these preferential tax treatments are called tax breaks or tax concessions; public-finance economists refer to them as tax expenditures. They should not, however, be confused with general tax reductions.

Generally, when a government provides a tax break its budget is affected in much the same way as if it had spent some of its own money. The exception is a tax credit, which is worth more to a corporate recipient (and costs a government more) than a direct payment of an equivalent nominal value, as a direct payment raises a company's taxable income and therefore is itself taxable.

Hyjack the loot and put it into the service industry, servicing people from the east for a few months out of the year, Calgary would be at stamped level as far as people being around with money to burn. Bring your own maid might be a popular option as that would allow some without funds to work the cost off in the same time they are 'on vacation'.

Put a lot of money into the growing and harvesting of hemp to the extent exporting was possible after taking care of the local needs first. Since 22nd century equipment includes robots then the dissection of the plant could be done by bots that separate the bale into individual plants that are processed for the longest fiber and stripped clean of the inner part of the plant which is used in other products.

Subsidize only the people and they filter the money to the businesses and their wishes and wants are what would drive the merchants in the direction the people want to go in rather than the merchants deciding what direction is available.

Subsidies to oil and coal producers include direct payments such as grants, loans and equity, tax credits, and price supports, according to the World Trade Organization (WTO).

"G20 governments are paying fossil fuel producers to undermine their own policies on climate change," the ODI's Shelagh Whitley said in a statement.

"Scrapping these subsidies would rebalance energy markets and allow a level playing field for clean and efficient alternatives."

According to an analysis by the Consumer Policy Institute and Energy Probe, 90% of the wind subsidies went to just 11 companies, 80% of the subsidies went to nine companies with annual revenues over $1-billion, 60% of the subsidies went to six companies with more than $10-billion in annual revenue.

As for the province’s claim that it wants to create an Ontario-based “green economy,” less than 10% of subsidies to wind generators went to small-scale or local owners.

It would go to the owners of the start-up companies. Owners and contract workers.

They don't hand out cash.
