In '75 I worked on 23 miles of pipe that had been done the year before but dug out of the ground and redone just because the welding rod used didn't match the composition of the pipe, something that the x ray techs couldn't spot on the fly before the pipe goes in the ground.....but analysis of all the x rays in the lab over the winter had found it.
They have the technology now to do the same tests and more on the run....

And your point is? Cars can be built and regs need to be met. Houses can be built and regs need to be met. Trees can be chopped down and regs need to be met. Playdoh can be manufactured and regs need to be met. I could go on all day

Here is a little scoop on what was discussed in regards to the LNG plant.

Because of these lunatic assessments the LNG plant might require building a new hydro dam because using NG to run the plant might go over the CO2 limits. These extra costs would kill the project according Clark who painted herself into a corner agreeing to this sh-t thinking NG would be exempt.

Hilarious huh?

Pipeline projects to face new environmental regulations - Politics - CBC News


Moving forward, the environment ministry will analyze greenhouse gas emissions that would result from approving pipeline projects. The results from that study would then be presented to cabinet, which will make the final decision on whether to approve a project.

The process will also include greater public, and indigenous consultations on projects something that is not currently part of the National Energy Board regulatory regime.

The new process will be separate from the existing National Energy Board, and take place after the regulator has completed its review of proposed projects.

As far as I understand, the cabinet will need social license before making a decision whereas the Harper government ran roughshod over anyone that questioned it's authority.
