WE had composting forced on us, with a fee by the Regional District about 5 years ago. I can see where it makes sense in a city but those of us with acreage mostly do our own composting yet we are forced to pay.

Having given this deeply stressful issue more thought, I think the approach was wrong. They should not charge $6.50/mo for composting. They should sell the compost bins for cost to those who want them and charge per bin of garbage. This addresses directly the issue of garbage reduction and maintain the principle of user pays.
