The vendor of the cards would simply have to make sure NOT to sell the cards in the same city they were stolen in!!!!!!!!!!!!!!!!
In the case of the skateboard kid- he had NEVER lived in the city but his parents had- instant paper trail to confuse the inattentive and careless!!!!!!!!!
