Actually, just about anyone can volunteer to be a firefighter. The main prerequisite is a body that works. After that there is a matter of availability, location, etc. and training and that's when people start being filtered out.Aside from being able to run into a burning building when anyone in their right mind would be going the opposite way.

It doesn't matter that the Feds gave a tax credit, to a group, that a lower level of gov't, have legislated requirements to be a part of.
The municipal requirements exist. The Federal tax credit is applicable to those that meet those requirements.
