Well I must confess my dirty little secret I think guys in kilts are kind of sexy ,if they aren't too tall and skinny.

I don't believe that the education component really applies here. My feeling is that it has more to do with current events, exposure and marketing more than anything else.
Look at the OP for example; submitting a member of the royal family as the 'representative' is likely more attractive relative to the net worth of the person moreso than the physical attractiveness.
I think Spanish women are the sexiest.. certainly more so than American women. Between Penelope Cruz and Pamela Anderson (who is Canadian btw.. but is still the ultimate Big Busted Beach Blonde Bimbo.. American style).. there's no contest.
