Let's see a few of my favs: Clash of Civilizations and the Remaking of World Order, The Wealth and Poverty of Nations, Essence of Decision, Man the State and War, and Sweet Valley high #14. I refer to these books quite a bit, not so much because they're policy oriented, but theory oriented, which shapes policy, especially Sweet Valley High!
