Who would that be? It can't be the Jews as God sent them on a mission into the Gentile Nations to teach them about God. It is hardly God's fault if they couldn't purge themselves of the money-changers. I assume the few verses below give an indication of how long that mission lasts as the 'few in numbers' is a reference to Re:7 where God only seals 144,000 from being sent to the grave.
Totally agree that Jews wrote the Bible, that doesn't mean God gave them the understanding that goes with it, if He had they would never have been exiled to Neb's Babylon. Considering God levels the place getting Jews there before that event isn't doing them any favors. He even gave them 430 years in Egypt to learn how to live in a Gentile nation, you take the humble positions rather than trying to run the show (since they messed up the one chance they had)
De:4:27-30:
