We have had government since ancient times, when each tribe had a chief and he ruled the tribe, usually with an iron fist.
Then we have had kings, warlords of various kinds, dictatorships, democracies etc. But we do need some kind of government. Without government we will be back to caveman stage (without any money, any defense, any law and order).
Why would you think that people could never get by without money? People would simply trade or just give to others what they needed and be given stuff in return. We bartered for thousands of years. Defense? If everything was perfect no-one would want to attack anyone else. And if some animal or other attacked, people have brains and use tools. Even monkeys can throw rocks and thump on things with sticks. Law and order? If everything was perfect there's be no-one to accuse of anything.
My own people had several chiefs. No government. The chiefs were simply spokespeople (kind of like messengers). And all through that anarchy people still managed to survive and develop intrusive, expensive, inefficient entities called governments.
Sorry, but your impression that if things were perfect we'd still need government is really kind of funny in an inane way.
