The question i was posing was, IF america did build a station on the moon, 'And it will be american' ; I was looking for he justification or rather a reiteration of the sentence given and quoted in the article, Is the man staking claim on the moon as being strictly American?

Nope. There are international stations there as well as some 20+ other countries that have stations there. There are only about 10 US stations.
