It's really just an advantage for the defending team to continue. If he fumbled the ball they would've declined the penalty.
What bugs me (not just for this game, I've been saying it for over 30 years), the refs in the CFL take delight in calling penalties. They just love to be part of the game. When they look at the camera and give the call they just glow with satisfaction. What they need to do is keep the damn flags in their pockets more often. Hell they throw them just to say there isn't a penalty (like they did around the time of the holding call). They call no-yards all the time, even when you need a surveyor to calculate if it's actually within five yards (and the defending team is trying to get out of there). If it's a case of players not being able to play within the rules, change the rules to ones that players can play within.
