I don't know why it was changed - I think 18 should be the age. One can vote at 18, go to the bar at 18, certainly drive - why lower it? Apparently, ACCORDING TO SCIENCE, the brain doesn't mature until 25 years of age so if 18 isn't the right number, certainly lowering it isn't either. But it is what it is I guess.
