They made a mistake.. Quebec is it's own country.. so Alberta is #1 
That would be bound to get you a social disease.
The voting for this must have been done in ontariOWE and Kweebek, as usual.
To me, the whole thing is a joke.........All they seem to worry about is cost of housing, crime stats in the cities, wages etc.......The lowest ranked, Maritime provinces, the people are the happiest....from my experience anyways.
Meanwhile Quebec is getting two new EV battery plants because of federal and provincial grants, low wages in quebec and power.
