The oil industry went into the tank and that was the basket that held all of Venezuela's eggs. This wasn't socialism, it was a crook wearing a socialist mask to cover personal greed and ambition.And he did what with the people's money?
In Hugo's case, cronyism. He was nothing more than a con man. The oil price crash in concert with an over-reliance on oil revenues is at the root of the failure, similar to the trouble Alberta is in right now, but much more extreme.So he spent it Socially. What's that called again?

Friends & acquaintances of mine started moving to Venezuela in the 70's to 'make their fortune' and a number of them did-I considered it in the mid-80's when I lived in Central America but even then trigger happy army goons made the place less than desirable even for a simple fishing trip.
But socialism?

The whole idea that Venezuela's problems are an example of failed socialism is just so much right wing rhetoric, taking that position is putting your lack of political knowledge on display for the world.
