Potential Chinese agents in Canada are not tracked​

The Department of Immigration does not investigate potential agents of the Chinese Communist Party that enter Canada.

At the House of Commons Special Committee on Canada-China Relations on Monday, senior officials at the Department of Immigration told MPs that only criminal charges would impact a person’s visa status according to Blacklock’s Reporter.

“These would definitely be matters that are handled on a case by case basis. A conviction would be clear evidence of inadmissibility that would apply,” said Associate Assistant Deputy Minister Natasha Kim.

“So there’s no reporting mechanism within the department?” asked Conservative MP John Williamson.

“I’m left with the belief the department is just not in the business of examining behaviour that we would not want visitors in this country to engage in.”

Conservatives on the committee noted instances of the Chinese regime supporting Chinese Students and Scholars Associations (CSSAs) in Canadian universities. These clubs have been associated with the harassment of Tibetan and Uyghur international students.

When asked, Immigration Minister Marco Mendicino refused to comment if students involved in these groups have had their visas revoked.


MPs also pressed Mendicino on pathways to immigration for Hongkongers fleeing Communist encroachment on the city-state. Despite allegations that pro-Beijing agents have been intimidating the Hong Kong community in Canada, Mendocino would not say if anyone has lost their visa.

“Individuals representing the Communist Party of China in Canada have been engaged in vigorous campaigns of intimidation, threats and coercion against pro-democracy Chinese-Canadians and Chinese and Hong Kong nationals living in Canada,” said Conservative MP Raquel Dancho.

“Have you canceled, denied or revoked any immigration visas such as temporary residence visas or permanent resident visas or others for any individuals known to be agents of the Chinese Communist Party engaged in these tactics of intimidation on Canadian soil?”

“We have a robust safety apparatus,” Mendicino replied.

Chinese vaccine company executives worked in program now targeted by Western intelligence agencies


Top executives at CanSino Biologics — the Chinese company involved in a failed COVID-19 vaccine collaboration with Canada — were also part of a Chinese government program designed to incentivize people to transfer research and knowledge to China in exchange for salaries, funding and other benefits.

Several former Canadian Security Intelligence Service officials interviewed by Global News said that CanSino’s Canadian-educated scientists were likely seen as potential assets by Chinese Communist Party information collection networks.

And one of the Canadian security consultants, said the agency responsible for the CanSino collaboration— the National Research Council (NRC) — should have seen red flags surrounding a CanSino partnership.

In August, the NRC announced its collaboration with CanSino had ended because Chinese officials had failed to send CanSino’s vaccine for testing in Canada.

Meanwhile, since June “many Chinese military” staff have received CanSino vaccine doses enabling them to soldier in “epidemic affected areas” without being infected, Chinese state media reported in November.

The co-founders of CanSino — CEO Dr. Xuefeng Yu and executive director Dr. Tao Zhu — have been listed as members of China’s so-called Thousand Talents Plan, a Chinese Communist Party (CCP) recruiting strategy started in 2008 and now coming under increasing scrutiny from intelligence agencies in Canada, the United States and Australia.

Yu, who was trained at McGill University, and Zhu left successful biopharma careers in Canada and founded CanSino in Tianjin China in 2009.

Before returning to China the CanSino scientists were also members of a Chinese-Canadian research association that worked with Chinese government agencies to develop China’s science industry, the association’s records show.

And after Yu and Zhu established CanSino’s lab with help from various levels of government in Mainland China, back in Toronto, Yu attended several forums with Chinese consular officials and recruiting officials, to promote China’s national recruiting plans, according to the Canada Chinese Biomedical and Pharmaceutical Association’s meeting records, which have been published online.

CanSino’s Yu and Zhu didn’t respond to repeated questions from Global News about CanSino’s involvement in the Thousand Talents Plan and whether criticism of China’s talent recruitment plans by Western intelligence is unfair.

The association’s website includes a January 2011 report that says Dr. Zhu is an association member, and he was selected to China’s “Thousand Talents” plan in December 2010.........More

Interesting how the NRC is front and center in this mess. Nothing from the Federal Virology Lab in Winnipeg. Guess that turned out to be bs as well.

Canada is the most abused nation in the world. Combination to the safe common knowledge to most and available by asking for those that don't. We are polite and just want to be liked. No worries, we'll get the tab.

I was going to say just like Nortel before I saw the link to Nortel. Between the KGB and the Chinese, Canada truly has no secrets
