I would guess worst case scenario in the worst jurisdictions! I think in most places you'll just see elective surgeries postponed. I would guess the biggest worry would be the outcomes of the worst 5% of cases.
Quebec and Ontario being possible exceptions, but they just don't seem to give a shit anyway.
Back when elderly and susceptible were being tested and those under 40 who are non symptomatic couldnt be tested unless they were dirty sick. Anyone can get a test on demand and multiple times as of late.

The Saskatchewan Health Authority is reporting 19 new cases of COVID-19 on Saturday—15 of which are from Saskatoon. The other four are split between Regina and Central East.

Number of US flu cases on average each year - 26 million.
