He seems . That is your interpretation. Congress sets the budget last I saw . If you paid attention to the stimulus package you would see a number of items forced into the bill by Democrats that have zero to do with the Chinese Flu epidemic . It is more often then not the Senate and Congress. Who play fast and loose with tax dollars .
