Easy 5% of all transactions go to one level or other of government . Those that have more spend more , buy more expensive products or labour and consequently pay more . Definitely. For a start it doesn't identify what's meant by 'fair.' People's ideas about that will be all over the map. And that's just for a start. Who or what would determines the levels of tax, and to which consumptions they are applied.

As in Canada , and it sucks , however any taxes corporations pay are ultimately paid by their customers.In the United States, corporations are taxed on profits, not revenues. And there are reams of exceptions built into the tax code that end up with many corporations, including some of the richest in the world, paying no income tax at all.
