I watched an interview a while back with the Princeton Physicist 'Freeman Dyson' who described this as such:

You can put a coat of red paint on a barn and it becomes red. You can put another two more coats of red paint and it becomes a brighter red....but that's it. Another 10 coats of red paint don't change anything at that point. At our current CO2 level at 400ppm the Earths atmosphere is actually at a CO2 deficit and only a few plants are truly adapted for these low CO2 levels (like corn) where most of them thrive with levels several times higher than what we have today, & Dr. Patrick Moore claims that if it was much lower than 1/2 of what it is today that most plants would be at an extinction level due to a lack of Carbon Dioxide.
